Digg Stats Haven't Changed Much Post-Jason Calcanis
According to Diggtrends (quoted from Richard MacManus)
They found that the top 10 users contributed 1792 of the frontpage stories - i.e. 29.8%. The top 100 contributed 3324 stories, i.e. 55.28%. Nearly 30% of frontpage stories contributed by just 10 people is a pretty amazing stat - talk about the A-List!
What is more, out of nearly half a million registered users only a fraction contributed a story at all.

I don't find this surprising at all.  You will see similar stats in most social situations.  The majority prefers to sit back and observe, while a small group does all the work.  The important thing to remember, however, is that a very small group of people is deciding what is "news".  Sure, we are all voting on it, but the main way it is getting in front of us in the first place is due mainly to 100 people.
